About the English Language Learner (ELL) Program - Introduction

The purpose of the English Language Learner (ELL) program is to ensure English Language Learners work toward and attain social and academic English proficiency and progress toward meeting the Common Core State Standards or Wisconsin Model Academic Standards as required by Title III, Part A of No Child Left Behind (NCLB): Language Instruction for Limited English Proficient (LEP) and Immigrant Students.

The Handbook for School Personnel Working with English Language Learners outlines the policies, procedures, documentation requirements, and guidelines for working with ELLs in the School District of Janesville.

About the English Language Learner (ELL) Program - Philosophy & Goals

ENGLISH LANGUAGE LEARNER PHILOSOPHY

  • We believe the education of ELLs to be a complex, multi-faceted endeavor involving familial, individual, experiential, societal, cultural, economic, and educational factors
  • We believe the education of ELLs should lead to adult lives as fully enfranchised, productive participants in our communities
  • We believe the fulfillment of this vision requires social and academic English proficiency, high levels of academic achievement, and support throughout the acculturation process with strengthening of students’ multicultural identities

ENGLISH LANGUAGE LEARNER GOALS

  1. To help the student become familiar with the American culture and its customs and support the student in his/her efforts to cope with a new culture and surroundings.
  2. To encourage maintenance of the student’s native language and culture through native language content support, bilingual literature, classroom climate and recognition/celebration of traditions.
  3. To develop English language proficiency through a variety of social and academic experiences.
  4. To facilitate meaningful learning and equal access to academic achievement in the content areas.
  5. To nurture students potential to become fully enfranchised, productive citizens.
